The levy that used to sit on every transfer

Electronic transfer levy, repealed 2 April 2025

No government levy sits on a mobile money transfer today. The electronic transfer levy was repealed on 2 April 2025 under the Electronic Transfer Levy (Repeal) Act, 2025 (Act 1128).

A levy on electronic transfers was introduced at 1.5% in 1 May 2022, reduced to 1% at the start of 2023, and repealed outright on 2 April 2025. Depositing to a bookmaker by mobile money therefore carries no state charge at all, and any page that still describes one is describing the position before that date.

Two things ended on the same day and they are separate instruments. The levy on the transfer went under one act; the withholding on gross winnings, ten per cent of it, went under another. A page that mentions either has to carry the date, because saying Ghana taxes winnings is now wrong and saying it never did is also wrong.

Does my network charge me on top?

Probably, and this ledger prints no figure for it. Mobile money tariffs are set by the networks, change without notice and are not published in a form this desk could verify, so every telco fee field in the fact base is deliberately empty. What is recorded here is what the bookmaker charges, which is a different question.

Is tax withheld from my winnings?

Not today. A ten per cent withholding on gross winnings ran from 2023 until it was repealed on 2 April 2025. The twenty per cent tax on gross gaming revenue that remains is an operator obligation and does not reduce what a player receives.
